Greek Golden Visa: Conditions for Start-Up Investments

A residence permit in Greece is available to third-country nationals who invest a minimum of €250,000 in a Greek company registered on the Greek National Startup Registry (Elevate Greece). To obtain and maintain this residence permit, the following conditions must be met:

Investment Criteria

  • A minimum investment of €250,000 through the acquisition of shares, either through capital increase or bonds related to a bond issuance.
  • The investment must not exceed 33% of the company’s capital or voting rights.

Job Creation Obligation

  • The company is required to create at least 2 new job positions within the first year following the investment.
  • The total number of employees, including the newly created positions, must be maintained for a minimum of 5 years.

Legal Entity Investments

For investments made through a legal entity:

  • Domestic legal entity: The third-country national may hold 100% of the company’s shares.
  • Foreign legal entity: Up to three third-country nationals may be granted a residence permit, with each holding at least 33% of the entity’s capital.

Funding Requirements

The investment must be funded with capital transferred from abroad to Greece by the third-country national, the foreign legal entity, or by their spouse, civil partner, or relatives up to the second degree.

Residence Permit Validity and Renewal

  • The residence permit is initially issued for a period of 1 year and may be renewed for periods of 2 years, provided that the investment and all stipulated conditions continue to be fulfilled.
  • In cases of bankruptcy or corporate restructuring, the residence permit may still be renewed if a new qualifying investment is made within 2 months.

Adjustment of Investment

  • If the initial investment is liquidated or restructured, the third-country national must make a new investment within 2 months to maintain the residence permit.
  • Non-compliance with these requirements may result in the revocation of the residence permit, accompanied by the imposition of a €50,000 fine.

Notification Requirement

Third-country nationals are obligated to notify the Directorate of Direct Foreign Investments and the Directorate of Residence Permits within one month of any liquidation, bankruptcy, or corporate restructuring involving the company in which they have invested.

Residence permits granted under the Golden Visa scheme for investment in Greek start-ups do not provide employment rights in Greece.
