New Greek Golden Visa rules: Why choice of property and legal partner is now critical

The landscape of the Greek Golden Visa has changed considerably. Since the full implementation of the updated framework and the issuance of the first permits under these rules in late 2025, one reality has become undeniable: the complexity of securing a residence permit through property investment has increased to higher levels.
Under the previous rules, the path was relatively clear-meeting the minimum investment threshold was usually enough to qualify. Today, that simplicity is a thing of the past. Success no longer hinges solely on how much you spend, but on the specific legal classification of the property you buy.
Navigating the “95% hurdle” in Greek real estate
Perhaps the biggest change is the availability of eligible stock. It is estimated that approximately 95% of properties currently on the Greek market no longer meet the strict eligibility requirements for the Golden Visa. While many properties are still advertised as “Golden Visa ready,” these claims are often based on outdated information or a misunderstanding of the four new legislative categories.
Investing in Greece is no longer just a real estate transaction. Behind the property advertisements lies a market that requires careful navigation, particularly for foreign buyers unfamiliar with local systems and practices.
Avoiding the trap of property misclassification
Investors faces two primary risks that can derail an application before it even begins:
- Zonal Boundary Errors: Thresholds now fluctuate based on exact municipal boundaries. A property on one side of a street may require a 400,000 euro investment, while the building directly opposite could require 800,000 euros. Without a rigorous legal verification of the property’s exact administrative standing, investors risk overpaying for an asset that fails to grant them residency.
- Structural Eligibility Technicalities: The new rules differentiate between types of renovations and conversions. For instance, converting a commercial building or a listed property carries different requirements than adding new floors to an existing structure. What looks like a qualifying “conversion” to a layperson or an over-eager seller may, in the eyes of the law, fall into a much higher investment bracket, leaving the investor with a property but no visa.
The essential role of a specialized legal partner
In this new environment, your lawyer is no longer just a facilitator but also a risk manager. The selection of a property must now be preceded by a specialized legal evaluation that goes beyond traditional due diligence.
A sophisticated legal partner must verify the property’s classification against the latest interpretative circulars. This involves a deep dive into the property’s history, its structural permit status, and its exact geographical coordinates.
Understanding the four new investment categories
To navigate these new conditions, investors must understand which of the four legal categories their target property falls into, as each carries distinct financial and physical requirements:
- High-Demand Zones (€800,000): This tier applies to the entire Region of Attica (Athens and Piraeus), Thessaloniki, Mykonos, Santorini, and islands with over 3,100 inhabitants. Investment must be in a single property of at least 120 sq.m.
- Regional Greece (€400,000): For all other regions, the minimum is 400,000 euros for a single property of at least 120 sq.m.
- Commercial-to-Residential Conversions (€250,000): A lower entry point available regardless of location, provided the property is converted from commercial/industrial use to residential. There is no minimum square footage requirement here.
- Restoration of Listed Buildings (€250,000): Investors can qualify by purchasing and fully restoring a legally designated historical building.
